Interim fighter aftermath - US Commerce Dept. upholds duties against Bombardier

"Boeing is using its meritless complaint as cover to close the U.S. market, which is one of the biggest in the world, to new entrants such as Bombardier's C Series aircraft", Turner said.

Commerce Secretary Wilbur Ross said the decision was based on a "full and unbiased review of the facts in an open and transparent process".

Ross ruled Canada-based Bombardier received government subsidies and sold its C-Series jets below cost price in the United States, a step likely to lead to tariffs of more than 200 per cent on the plane.

The ruling affirms a preliminary finding that Bombardier received unfair subsidies from the Canadian government that allowed it to sell planes at below the cost of production, and compete unfairly with American aerospace giant Boeing (NYSE: BA - news), which lodged the complaint.

India's Congress party asks Communists for support
He was appointed as the party general secretary in 2007 and was then elevated as its vice president in January 2013. Gandhi succeeds his mother, Sonia Gandhi, who led the party for the last 19 years.

"The United States is committed to a free, fair, and reciprocal trade and will always stand up for American workers and companies being harmed by unfair imports", he said in a news release.

Primary assembly of the C Series planes will remain in Quebec, but final assembly is to be moved to Airbus' existing manufacturing site in Mobile, Ala. The complaint found a receptive ear in President Donald Trump, whose "America First" agenda has included taking a tough line in matters of global commerce.

The International Trade Commission will make its final injury determination by February 1, and if injury is found, Commerce will issue AD and CVD orders.

In October, shortly after the preliminary tariffs were announced, Boeing's European archrival Airbus took a majority stake in the C-Series program, and announced the planes would be built at the Airbus plant in Mobile, Alabama.

"They have presented us with the impossible and then made us swallow the unacceptable", said Yvon Paiement, president of Local 712 of the International Association of Machinists and Aerospace Workers.

The plan would create a new wrinkle because the planes would effectively be a US product."There's no case here", Bombardier's Bellemare said, calling the complaint "ridiculous".

The Administration's approach aligns with Boeing's long-term effort to push back against improper government subsidies to competitors, even as the company has been found by the World Trade Organisation to benefit from more than $1 billion of unfair benefits from the state of Washington. It includes a 79.82% tariff to offset a Commerce Department ruling that Bombardier engaged in price dumping, meaning it sold the CS100s to Delta below its fair market value by that amount.

The Bombardier CSeries jets are narrow-body commercial aircraft for medium-range routes, a category also served by Boeing with its 737 series and Airbus with the A320 series. Bombardier calls Boeing's criticism unfounded, saying that the USA company's entire case has been overtaken by events.
