The attorney for the Damond family, Robert Bennett, released a statement on behalf of the Ruszczyk and Damond families regarding Noor's arrest: "Justine's family in Australia and the US applaud today's decision to criminally charge Officer Noor with Justine's murder as one step toward justice for this iniquitous act".
The criminal complaint, posted online by the Star Tribune, said that before the fatal shot was sacked, Harrity heard a voice and then a "thump", and saw the head and shoulders of a person outside his window.
Harrity has told investigators that he was startled by a loud sound near the patrol auto shortly before Noor fired through the open driver's-side window, striking Damond.

"Instead, Officer Noor recklessly and intentionally fired his handgun from the passenger's seat in disregard for human life". As they drove down a nearby alley, Damond ran up out of the darkness in her pajamas and slapped the back of the auto. Harrity said he perceived that his life was in danger and unholstered his gun, holding it to his rib cage, pointing it downward.

Activists demanded the swift filing of criminal charges against Officer Noor, but Mr. Freeman resisted the requests, saying he needed to wait for the findings of the investigation.
This prosecution is a step towards holding this officer accountable for his actions.
Police Officers Federation of Minneapolis President Bob Kroll said in a statement on the police union's Facebook page Tuesday afternoon, "The Federation isn't privy to the details of the criminal case and can not comment on specifics of the case".
- Ms Damond put her hands on the left side of her abdomen and said "I'm dying" or "I'm dead". Neither officer had their body cams activated until after the shooting.
"Our city stands firmly with Justine's family, and hope they find piece in a time of grief", Minneapolis Mayor Jacob Frey said following the charges.

Noor has refused to speak out on the shooting.
The attorney for Damond's family, Bob Bennett, could not be reached on Tuesday.
September 12 - Authorities announce that the state Bureau of Criminal Investigation has handed the case over to Freeman's office. And it's possible Noor could be acquitted on the murder charge, but still be found guilty of manslaughter.
